I just surveyed 25 translations and not a one has a parentheses. Clark needs the parentheses and he tells you why
He needs it because the real problem for Clark is not what the verse says rather it is needed based on his personal philosophical presuppositions that
“ it is evident that what God’s hand and counsel determined before to be done was not that which Herod, Pontius Pilate the Gentiles Romans, and the people of Israel had done and we’re doing”
Why is it evident in his opinion?
“For then, the rage and vain counsel would be such as God himself had determined to take place, which is both impious and absurd”
Well it is not evident that’s it makes God impious nor absurd. His philosophical position demands a parenthesis, one he just makes up.

@BethanyMcGrew@Soteriology101 Anyway pick your poison either God determined Pilate et al to deliver him up or God determined that Pilate et al hinder delivering him up. Either way we have God determining the acts of men who are themselves responsible for their actions.
Acts 4 :28 speaks for itself. Herod, Pilate, the Gentiles were gathered to do what Gods hand and plan was predestined to happen. Unless you think Pilate et al we’re not responsible for their actions as Gods instruments then the ability issue is really irrelevant.
Scripture is clear God is sovereign in all things and man is responsible. That you have a philosophical issue with that does not negate that fact. As I said the problem is not the verse as it is very straight forward,the problem lies with your philosophical presuppositions that you bring to the text.
@BethanyMcGrew@Soteriology101 Well yeh ,hard for God to predestine and determine an act without being responsible. You continue to presuppose that those committing the act are therefore not responsible as well. Was Joab not also responsible for his actions?
