Given that the Winter Olympics are on, let me tell the story of one of the first sanctions broadsides launched to isolate Russia on the global stage after 2014 - the Sochi Olympics "doping scandal."⬇️
First, some strategic background. The 2014 Winter Olympics in Sochi on the Russian Black Sea coast was the second time in the previous six years that NATO proxies had launched an assault against Russian interests using the Olympics as cover. The five-day 2008 Russo-Georgian War occurred entirely during the 2008 Beijing Olympics. In 2014 it was a far more serious matter - the overthrow of the lawfully-elected, neutralist Ukrainian government by coup d'etat and its replacement by a hardline ultranationalist regime, completed the day of the closing ceremony. Russian troops would descend on Crimea within the week, setting the stage for the present war.
Second, some sporting background. I hate to say it, but elite athletics is actually pretty dirty - and it was particularly dirty early in this century. Lance Armstrong was outed as a serial doper two years before Sochi in 2012, with an avalanche of doping sanctions leveled against other top-level cyclists in the following years. The Chinese routinely show up at the Olympics with underage gymnasts. The US Olympic team is apparently infamous for needing (performance enhancing) prescription drugs to treat rafts of medical issues that one would presume would be generally inconsistent with elite athletic performance.
Third, some background on Russian sports. At and prior to 2014 the Russian Federation had generally picked up the Soviet Union's torch as an Olympic powerhouse and routinely placed near the top of the overall medal tables in both the Summer and Winter Games. Russians presumably took great pride in this, as people worldwide generally do when their country is doing well at the Olympics. Sochi saw a very strong performance, with Russia topping the medal table both in raw numbers and golds won. This was not remotely unusual - athletes generally enjoy a pretty substantial hometown boost at the Games, and Russia was an Olympic juggernaut in those days.
But this was 2014. The world had changed, sanctions were descending, and battle lines were being drawn. The outline of the Western effort to cut Russia out of the "civilized world" was already coalescing. Doping accusations began flying immediately.
Enter Grigory Rodchenkov, ex-head of the Russian Anti-Doping Center and "defector." Of course he wasn't smuggled across the Iron Curtain in a car's trunk, he bought a plane ticket out of Russia in 2016 and started talking to the New York Times, alleging that Russia was running a state-sponsored sports doping program. At the time this all looked very noble. Ten blood-soaked years later, this stinks of a black op.
Did the World Anti-Doping Agency retain a neutral third party to investigate these allegations? No, they hired Canadian attorney Richard McLaren - citizen of a core NATO country. McLaren reliably produced a two-part report in 2016 claiming the FSB had been nefariously cracking into urine samples and disappearing inconvenient positive test results. It's noteworthy just how threadbare the evidentiary basis for the McLaren Report was - the only identified, cooperating witness to the investigation was Rodchenkov himself. McLaren explicitly refused to talk to Russians living in Russia about the matter. Forensic testing of allegedly suspect samples was conducted by anonymous experts in London - by 2016 already a fulminating hotbed of anti-Russian sentiment.
On the basis of these reports the IOC stripped no fewer than 13 medals from the Russian 2014 Olympic team, close to half of the total won. And that was where the case fell apart, because this isn't an action the IOC can simply take without review. Most of the affected Russian athletes appealed to the Court of Arbitration for Sport - not a friendly venue for dirty athletes by any means. Following litigation - and hostile review of the McLaren Report's allegations - almost every one of those medals would be returned. Rather amusingly, the big takeaway from the CAS review is that the Russians had a dirty bobsled program in 2014 rather than a vast state conspiracy.
But regardless of the validity of the McLaren Report, the damage was done. Huge numbers of individual Russian athletes were banished from subsequent Olympics on vague doping allegations, with remaining delegations of Russian athletes forced to compete under the Olympic flag in 2018, 2020 and 2022. Medal counts declined considerably. "Russian" delegations at the 2024 and now 2026 Olympics would consist of only small handfuls of Russian-citizen athletes competing in an explicitly denationalized status after the IOC took the extraordinary sanction of banning the Russian and Belarusian Olympic Committees outright in 2022.
The big takeaway from all of this? The road to war began in Sochi, and the "weaponization of the institutions" by Western interests to isolate Russia began in 2014. The dramatic, coordinated action we saw in 2022 and which continues to this day had been well-rehearsed by that point.
