On Friday I joined distinguished members of Uganda’s Bench and Bar to discuss “AI Misuse in Courts: Lessons from Sanctions and Judicial Warnings”. The session tackled critical points at the intersection of technology and justice:
a) compliance risks for Advocates from the Advocates (Professional Conduct) Regulation S.I. 267-2
b) philosophically exploring the relevance of algorithms in rule of law
c) the new frontier of professional negligence, and
d) ensuring judicial readiness for AI-powered justice and related misuse cases.
As we usher in this new era of AI-enabled legal and judicial processes, one thing is clear: this frontier technology must advance universal access to justice while being deployed ethically and responsibly by all stakeholders.

In October, I provided technical input and delivered presentations during consultations on the Cybercrimes and Computer Misuse Bill in South Sudan.
My focus was to help shape a more rights-respecting framework drawing lessons from Ugandan and Kenyan cybercrime laws and aligning the Bill with international best practice on regulating cyber conduct, protecting digital infrastructure, and combating online harm. I specifically cautioned against overcriminalisation, vague drafting, weak penalties, and enforcement mechanisms that could unintentionally restrict civic space.
The Bill has now been signed into law by President Salva Kiir Mayardit as the Computer Misuse and Cybercrimes Act 2026. The real test will be in implementation particularly judicial interpretation, prosecutorial discretion, and how enforcement balances security with fundamental freedoms.
