@arpitrage@conorsen The downtown plan from the 1980s was agnostic on office vs housing (look up C3 district zoning). SF restricts office too (Prop M). Downtown plan is worth reading. Residential development outcompeted office many years since dot com bust (eg Millennium tower was an “office site”)
