Russia doesn’t believe in the USA as a deal partner because it changes governments frequently and reneges on deals. China presumably views the US in the same way.

The simple reality is that no coherent long-run foreign policy of the USA is possible given its form of government and internal divisions.

Given that reality - a crude and temporary transactional approach to short term foreign relationships make sense. And no one should have any illusions about the ‘deal.’

And this also means the USA should retreat from any broad strategic goals and focus on itself, rebuilding consensus at home. Because no one important will trust the USA over more than a few years for the immediate future.
