The first picture is more likely to be called a foul.

The Arsenal player uses his arm and body to lever/push the Villa keeper in mid-air, impeding him from claiming the ball cleanly. That's textbook contact on a keeper in the box.

The second picture shows Raya rising strongly with clean hands on the ball amid normal jostling—less obvious foul-worthy push or climb. Aerial challenges are subjective, but the first has clearer improper contact.
