He can manage in-depth work on appropriations but not basic updates to his constituents, his governor, or his colleagues?

Like there is a real chance McConnell is no longer of sound mind and capability, and his staff and Chao are covering that up for financial reasons.
I don’t like McConnell, and my first take was this was a political game.

Let Republicans both have to produce proof of life of McConnell, and litigate if their statute trying to block governor appointments is legal under the state constitution.
Since it’s quite clearly not, there is an opportunity here, where you use McConnell’s absence not to win a seat (because Dems won’t pick it up) but to gain enough standing to litigate the statute and show you can defeat Republicans in court.
And to make sure that if Rocky Adkins picks up the Governorship next, he would have appointment powers.
