Today in the @Senate_KE, I will substantiate how public money is being hidden and stolen in plain sight through budget lines labelled “Other Operating Expenses.” OVER 90 BILLION!

If salaries, utilities, travel, maintenance, fuel, training, procurable items, and other expenditures already have specific vote heads, what exactly is hidden under this vague and ever-expanding category?

Even more troubling, the Constitution requires parliamentary approval for all public borrowing. Yet billions are spent under opaque budget lines that escape meaningful scrutiny.

Kenyans deserve transparency, not blank cheques for wastage, mismanagement, and theft. Every shilling collected from taxpayers must be traceable, justified, and accounted for.

In the County of Nairobi, 7 Cash Withdrawals totaling KSH 1.9 billion, with a B, can be withdrawn from a certain bank account during the year.

The Auditor says - show me who you paid, with that money.

And the answer is: We don't know.

And the 124 MCAs who cost citizens KSH 1.8 billion during that year, have absolutely no curiosity.

In the 11 years of devolution, the County of Machakos has had KSH 108 billion to serve the 1.5 million citizens of Machakos County.

During this period, less than 10,000 employees, who are less than 0.6% of the population, have eaten up 54% of this amount.

KSH 59 billion, in salaries alone.

By spending close to 20% more on average annually than the legal limit - the county is telling us what truly matters: that is, service to the political class.

In these 11 years, those in government have taken KSH 20 billion illegally, from money that should have been used to serve citizens.

Enough to build 10 Level 5 hospitals, and staff them for 10 years!

The County has wasted KSH 5.5 billion on wasteful travel. Examples of destinations are attached.

Leadership training in Singapore.

Conference on Communication in Dubai.

Short Course on Report Writing in Tanzania.

Utamaduni Celebrations in Dallas.

In these 11 years, only KSH 800 million was spent on bursaries.

In a county with a 40% poverty rate.

Under @Wavinya_Ndeti Machakos County has KSH 1.1 billion worth of "Stalled Projects".

They include a Community hospital, and classrooms.

What reason, pray tell, does the county offer for the stalled projects?

Most common one is, "no money".

Second one is, " the contractor abandoned site".

That is devolution in Machakos County today.

The county government starts by consuming 54% of all revenue as salaries for the 0.6% in government.

KSH 10 billion, roughly 10%, is devoted to the County Assembly.

60 people have consumed KSH 10 billion in 11 years.

All by themselves.

Out of KSH 108 billion, KSH 800 million, less than 1%, is what was devoted to bursaries.

KSH 5.5 billion in wasteful travel and, people are sitting at home, because projects are stalled.

Stalled because apparently, the county has no money.

Can you imagine this?

From Utumishi Girls to ASTU Headquarters is barely a 4-minute drive.
UGA to NYS Gilgil is around 10 minutes.
UGA to Westcom Garrison is about 10 minutes away.
UGA to Gilgil Barracks is roughly 12 minutes away.

Yet despite being surrounded by all these security and emergency installations, we still lost 17 children because help took more than one hour to arrive.

What do we even call this? Negligence? Failure of emergency response? Complete breakdown of coordination?

It is heartbreaking knowing that these children were not isolated in some remote village with no access roads or communication. They were surrounded by institutions that should have responded immediately, yet precious time was lost as innocent lives slipped away.

Kenyans are now left asking painful questions: how does such a tragedy happen in an area with multiple nearby security and emergency units? Why did it take so long for assistance to reach children in distress? Could some of these lives have been saved if the response had been immediate?

The pain, anger, and frustration people are feeling right now is understandable. Families have lost children, parents are broken, and the country is mourning while serious questions about preparedness and response continue hanging unanswered.

While at it, I need your help.

Wavinya Ndeti took 60% of the county's budget in salaries for herself and her friends in government.

60%.

The legal limit is 35%, which is to say that, in 2024-2025, she stole KSH 3.2 billion from you in salaries.

This is enough to build 3 Level 5 hospitals.

She also spent 621 million travelling the entire world.

Brazil. Dubai. China. Singapore.

Heck, even Albania!

Shen then went to "Utamaduni celebrations" in Dallas!

Then sent someone abroad for a:

"Short course on report writing".

Someone took a passport, booked a ticket, hotel, lunches and dinner, and charged per diem, to go outside the country to learn about "short course on report writing".

The county government used KSH 324 million for catering themselves.

How much did they spend on bursaries?

KSH 100 million for the entire county.

I want you to compare that KSH 35 billion with my own findings when I investigated wastage and incompetence at the national government.

GET THIS:

The smallest finding, in terms of wastage, was KSH 36 billion in totally avoidable interest charges that was paid by this government on bills that they knew would incur charges, if they don't pay on time.
