They literally use "low header" as example in referee training worldwide. I was taught that by USSF. They do the same in Nederlands, e.g:

By the way, when I was trained as a ref (mid-2000s), they specifically said that trying to head the ball way low can be considered a dangerous play, as you endanger yourself and an opponent.
