We argue that US Air Corps officers co-opted discrimination to justify their emerging precision technology and doctrine, which led to norm settling and transformed the discrimination norm to focus on the process of precision targeting.
We examine how discrimination became the dominant benchmark for ethics in air warfare—during the interwar period, it was one of several available norms.
In a 1940 essay, Dorothy Thompson examines how Adolf Hitler “acquired such power over the masses”—and warns that, in “normal” times, people tend to forget the “tendency of history to employ disreputable characters.”
