The highway speed bumps have created an unsafer road condition, because some vehicles are able to drive over them above 100km/h so that they don’t feel the bumps. Other drivers have to come to a complete stop. This causes vehicles travelling at vastly different speeds at the same time and location, which is the definition of a dangerous road condition.

Other, smarter countries have proven that the goal of a safe road is to achieve similar travelling speeds of all road users. Therefore a highway is made safer by creating smooth continuous flow of cars. Other, slower users of roads must be catered for by other means such as pedestrians walkways and bridges, or slow and overtaking lanes, as appropriate for the needs of the road.
