City were created in 2008 so they didn’t have to wait that long but 22 years for Arsenal is shorter than all theirs.

When you consider Arsenal left Highbury, built and paid for the Emirates then rebuilt the squad from the ground up to overtake all those clubs, 22 years is not something that can be mocked, not by them anyway.
