𝗗𝗘𝗗𝗔𝗛 𝗟𝗔𝗣𝗢𝗥𝗔𝗡 𝗦𝗜𝗔𝗦𝗔𝗧𝗔𝗡 𝗣𝗘𝗠𝗜𝗟𝗜𝗞𝗔𝗡 𝗦𝗔𝗛𝗔𝗠 𝗔𝗭𝗔𝗠 𝗕𝗔𝗞𝗜 𝗦𝗘𝗖𝗔𝗥𝗔 𝗧𝗘𝗟𝗨𝗦

Walaupun siasatan mengenai tuduhan pemilikan saham Tan Sri Azam Baki telah pun selesai dan dibentangkan kepada Jemaah Menteri, sehingga kini tiada maklumat yang telus mengenai hasil siasatan itu disiarkan kepada orang ramai.

Maklumat-maklumat yang ada hanyalah dari sidang media oleh Menteri Komunikasi, Fahmi Fadzil dan tidak menyatakan hasil siasatan yang penuh.

Setakat ini, maklumat yang dilaporkan dari sidang media itu memberi gambaran:

1)Tan Sri Azam Baki telah melanggar peraturan, sebab itu perkara itu dirujuk kepada Lembaga Disiplin JPA untuk tindakan lanjut; dan

2)Kerajaan tidak akan menubuhkan Suruhanjaya Siasatan Diraja (RCI) untuk menyiasat tuduhan mengenai mafia korporat dan persubahatan SPRM, kerana perkara itu akan disiasat secara berasingan oleh agensi-agensi penguatkuasaan sedia ada.

Akibat tindakan kerajaan yang mahu menyembunyikan hasil siasatan, seolah-olah dengan harapan perkara ini lama kelamaan akan tenggelam, ia menimbulkan pelbagai spekulasi kerana maklumat-maklumat dari Putrajaya akan terus bocor kepada pihak media dan orang ramai.

Ia bermula dengan laporan Straits Times dan Bloomberg minggu ini bahawa tempoh perkhidmatan Tan Sri Azam Baki tidak akan disambung.

Berita terbaru dari Putrajaya yang kini sedang berlegar, mengikut sumber-sumber kerajaan, ialah dakwaan mengenai penemuan siasatan ke atas pemilikan saham Tan Sri Azam Baki, seperti berikut:

1) Jumlah saham yang dimiliki berjumlah RM14 juta di dalam 9 buah syarikat; dan

2) Pembelian saham-saham ini tidak mendapat kelulusan atau diisytiharkan seperti yang sepatutnya.

Selagi kerajaan tidak mengumumkan hasil siasatan secara telus, termasuklah jumlah saham yang terlibat, jumlah syarikat dan bagaimana pelanggaran berlaku, spekulasi mengenai perkara-perkara ini akan terus bertiup kencang.

Pada satu ketika, ia juga akan dilaporkan oleh pihak media, seperti mana beberapa pendedahan yang telah dilaporkan setakat ini.

Rakyat berhak tahu perincian hasil siasatan kerana jika jumlah saham yang ditemui adalah RM14 juta seperti yang didakwa, isu ini tidak wajar ditangani semata-mata sebagai pelanggaran peraturan penjawat awam.

Jumlah saham sebanyak RM14 juta mengundang persoalan mengenai punca kekayaan dan pendapatan Tan Sri Azam Baki kerana tidak sepadan dengan pendapatannya sebagai seorang penjawat awam kanan.

Lazimnya, jika seseorang disiasat kerana punca kekayaannya diragui, SPRM akan mengambil tindakan-tindakan berikut terhadap orang kena siasat:

1)Akaun-akaun dibekukan;

2)Orang kena siasat perlu membuat pengisytiharan harta; dan

3)Jika gagal mengisytiharkan harta, orang kena siasat akan didakwa.

Sekiranya dakwaan bahawa jumlah saham yang terlibat adalah RM14 juta di dalam 9 syarikat itu benar, kegagalan kerajaan menyiasat punca kekayaan Tan Sri Azam Baki akan dilihat sebagai bukti kerajaan bersubahat untuk melindungi Tan Sri Azam Baki.

Oleh sebab itulah, saya menggesa kerajaan dengan segera mengumumkan secara terperinci hasil siasatan setakat ini untuk mengelakkan spekulasi, termasuklah jumlah saham yang dimiliki dan jumlah syarikat-syarikat yang terbabit.
