No, the Shou found it far better, in tolerant "we trade with anyone" Waterdeep, to spread out everywhere, not found "their own" neighbourhood.
However, there are some Shou eateries and food/spices/incense/silks shops on the Street of Nine Steps.

@YoDanno@osgamer74 I have been trying to "reconstruct" it for years. I had so little time to "fix" the shortened version that I had to cannibalize my reference photocopy of the original MS (sent to TSR; I kept photocopies in case the post offices/customs lost originals) to do a rescue draft.

@YoDanno@osgamer74 SPELLFIRE was written in July and August of 1986, but was drastically shortened, in-house, in the winter of 1987 as Book Department plans (and personnel) changed.

@RicardMobey2971 Most of the Tethyrian coast isn't very warm water, thanks to currents and prevailing storms, but the sheltered southeasternmost Firedrake Bay (south of Mosstone) and some of the small bays south of Myratma will work.

The small "indent" bays east of Sheirtalar as the coast turns south there; warm enough, but there's lots of fishing, shipping, and pollution. The weresharks would have to keep low profiles to avoid trouble.
