The CISF pdf makes no mention of crochet hooks not being allowed. We're shown an obscure pdf where in entry hundred are mentioned knitting and crochet needles, NOT hooks.
To add to that, the @CISFHQrs pdf clearly states that it is upto COMMONSENSE and officer discretion. Except for the officers want to hide behind obscure rules and follow only selectively.
