Sir Noel Malcolm was at Harvard University when he was receiving constant calls from international media. At the outset of the war in Kosova in 1998, he published the most important international historical account of the country. By the time he was receiving those calls, the war was already well underway, ending in June of 1999 following the NATO intervention. His work was timely, as propaganda was being used to justify genocide, and it documented the systemic discrimination of Albanians. He set the record straight at a moment when distorted history was being weaponized, so that the truth of the past could shape a more just future.
I had the honor of having a number of discussions with Sir Malcolm last night in London, who is currently at Oxford University, and of expressing my gratitude for what remains the most definitive English-language scholarly account on Kosova.
The people of the region cannot endure another cycle of destruction.
And yet, we now risk descending into a rathole of retaliation after retaliation.
To avoid it, diplomacy must prevail.

What happened in Recak is a fact!
And the crimes that happened are well reported, i.e. by UN + OSCE bodies.
Denying these crimes disrespects the memory of the dead, keeps wounds open and hinders progress towards regional reconciliation and European and Euro-Atlantic integration.
Today marks the 26th anniversary of the Reçak/Račak massacre.
We honour the victims and acknowledge the profound loss endured by their families.
This anniversary reminds us of our collective responsibility to confront the past in pursuit of a better future.
Security thrives when leaders are as diverse as the people they serve.

📝 The Acting Head of @OSCEKosovo presented a report to the #PermanentCouncil, providing an overview of the political & security landscape, along with noteworthy achievements in implementing OMiK’s mandate.
📍 Thanks to its extensive municipal-level network, @OSCEKosovo remains a trusted partner for all actors on the ground, while also playing a crucial role in diffusing tensions & building trust among communities.
📍 We greatly value the Mission’s programmatic activities across all three dimensions of #security, which support human & community rights, foster intercommunity relations & reconciliation, strengthen the rule of law & good governance, & empower youth & civil society - particularly through flagship initiatives like the OSCE #DialogueAcademy for young women.
