Note that capital gains are also often reduced by significant tax deductions.

@Lloydness33 @OnlyInBOS I think of this more of a lessening of the tax burden for people who not be able to afford 5% so easily thanks to higher earners who are likely able to swing 5% and higher tax rate because their income is much greater & working towards a more comfortable living for all residents.
