I can only talk from my experience,
410 fps lock in game, -REFLEX in launch options and older driver 551.61 made huge difference in my gameplay.

Just go and check my last game on FACEIT - inferno.
(I played only one with new settings).

Every bullet connected, I could hold angles, game was crisp, movement felt great, in duels I didn't feel that input lag is affecting me and mouse felt clean while aiming.
(I have 12k hours in this game)

Lobby where I dropped 34 frags was around 2700 elo.

Numbers are not everything in this game.
How the game feels is more important.

Everyone should test it for themselves.
