LOL, there's the vague scripture i was talking about. Some guys wrote a book a couple thousand years ago, it's been edited, changed, and translated thousands of times on top of there being hundreds of interpretations that no one can agree on, not to mention the dozens of denominations and break-away subreligions, but I'll believe every word, no matter how irrational or contradictory!

assuming the agency itself didnt play a part in or have foreknowledge of this event, as it has in several previous similar situations, you should be considering this and questioning some of these people as well, if you are expanding your investigation in good-faith as you have stated.
It isn't just the black community, (i know you arent saying that) this happens in all sorts of communities and subcultures. People convince themselves that the world is harsh and evil and that the world is at fault for the life they live.

I lived in poverty for my entire childhood and even now as an adult I am still impoverished despite working full time. Yes, I can acknowledge that the system is oppressive in some ways, but not to color, to class. Even still, these circumstances do not "make me" a victim. They allow me to reveal the man within that can transcend these circumstances via endurance.
Most people are not self aware enough to think beyond what their culture and environment has told them about the world.

I assume you are talking about the claim that he said black women dont have appropriate mental capacity.
If so, that is NOT what he said. In that conversation, he was explaining how DEI TREATS black women and other minorities. He said DEI is basically the assumption that black women [other minorities too] are not mentally or physically capable of obtaining their own merit and making their own way. He did NOT say that HE believes that about black women or anyone else. Charlie chose his words based on the person's questions.
