That said, improving people’s economic conditions and a stronger social safety net may decrease black market demand and reduce thefts.

When I was a police officer there were several incidents where someone drove a vehicle in my direction and I would have been covered by state law and departmental policy had I shot the drivers. I just moved out of the way instead.

I haven’t heard a logical argument for how it will improve officer or citizen safety but it’s at the top of the agenda. More restrictive pursuit policies or an increased reliance of barricades would save far more lives.
