Due to all the costs associated with collecting fares (equipment, training, reconciliation, enforcement, fare capping, reporting, chain of custody, etc), for most agencies, it is more cost effective to run a fare-free transit service.

Additionally, going fare-free improves the rider experience by reducing confusion and improves the vehicle operator experience by removing them from an enforcement role.
