⚡️ Drop Site News has published for the first time the full Cable I-0678 — the classified Pakistani diplomatic telegram dated March 7, 2022, that Imran Khan has cited as evidence of a U.S.-backed conspiracy to remove him from power.

The cable, sent from Pakistan’s ambassador in Washington to the Foreign Secretary in Islamabad, documents a luncheon meeting between Ambassador Asad Majeed Khan and U.S. Assistant Secretary of State for South and Central Asia Donald Lu.

According to the cable, Lu told the ambassador that Washington’s grievances with Khan’s government could be set aside if Khan were removed through a no-confidence vote. “I think if the no confidence vote against the Prime Minister succeeds, all will be forgiven in Washington because the Russia visit is being looked at as a decision by the Prime Minister,” Lu said, per the cable.

“Otherwise, I think it will be tough going ahead.”

In his own assessment, the ambassador wrote that Lu “could not have conveyed such a strong demarche without the express approval of the White House” and had “spoken out of turn on Pakistan’s internal political process.”

The cable was marked Secret, No Circulation, and distributed to Pakistan’s Secretary to the Prime Minister, Foreign Secretary, Chief of Army Staff, Director General of the ISI, and the Director of the SSP Section.

Khan was removed via no-confidence vote on April 9, 2022, six weeks after the meeting. He has been imprisoned since 2023, and has been held in solitary confinement since last year.

The document was previously described by The Intercept, which first reported on its contents in August 2023. The Intercept’s source, who had access to the document as a member of the military, spoke of growing disillusionment with Pakistan’s military leadership and the impact on military morale following its involvement in the political fight against Khan.

The source said they hoped the document “would finally confirm what ordinary people, as well as the rank and file of the armed forces, had long suspected about the Pakistani military, and force a reckoning within the institution.” They warned the military was pushing Pakistan toward a crisis similar to the one in 1971 that led to the secession of Bangladesh.

It is also intended to build pressure on this government (a government brought into power through stolen mandate from Imran Khan) to immediately transfer him to Shifa International Hospital without any further delay.

Our family once again strongly urges Imran Khan’s supporters NOT to come to Adiala Jail today. Police will not arrest elected representatives and Senators, but the supporters remain at serious risk of arrest and mistreatment.

Former Prime Minister of Pakistan, Imran Khan is in solitary confinement since October 16, 2025.

He has spoken to his sons only twice in 2025 and once in February 2026 after Supreme Court orders. He has been denied books to read. He has received only 3 of the dozen books that we managed to get to adiala through a judge.

Then, a perfectly health and fit Imran Khan suddenly develops a clot in his eye. He was not provided medical assistance. For two weeks, he repeatedly told the jail superintendent that he CANNOT SEE.

The Adiala Jail superintendent Ghafoor Anjum DELAYED calling in a specialist for three months.

By the time the eye doctor came, the delay caused permanent damage to Imran Khan’s eye. We are extremely worried that his other eye could also develop a clot.

Imran khan has repeatedly sent messages over past few months that he is not satisfied with the treatment and there is only marginal improvement after the first injection in the eye. No improvement since then.

Over the past month, Bushra Bibi, his wife has also developed an eye condition and was operated upon last week.

Imran khan and his wife are being tortured through solitary confinement. We have repeatedly protested, demanding Imran Khan to be examined and treated at Shifa International Islamabad. There is an urgent need to identify the cause of the blood clot. Our worry is that his other eye could also develop a clot unless proper diagnosis is done and it’s treated accordingly

This is inhumane and a violation of all fundemental and human rights of a prisoner under Pakistan and International laws.

میں، خالد یوسف چوہدری، بطور وکیلِ سابق وزیراعظم پاکستان عمران خان، اس امر کی تصدیق کرتا ہوں کہ میں نے سپرنٹنڈنٹ اڈیالہ جیل کو ایک بار پھر باضابطہ خط ارسال کیا ہے، جس کے ساتھ پاور آف اٹارنی اور دیگر اہم قانونی دستاویزات دوبارہ بھجوائی گئی ہیں۔ ان دستاویزات پر فوری دستخط کروا کر واپس کرنے کا مطالبہ کیا گیا ہے۔

یہ مراسلہ میرے 6 اپریل 2026 کے سابقہ خط کا تسلسل ہے، جس کے تحت مذکورہ دستاویزات 7 اپریل کو ٹی سی ایس کے ذریعے روانہ کی گئیں اور 9 اپریل کو سہ پہر 3 بج کر 13 منٹ پر جیل حکام کو موصول ہوئیں۔ اس کے باوجود، جب میں 13 اپریل کو ذاتی طور پر اڈیالہ جیل کے گیٹ نمبر 5 پہنچا تاکہ دستخط شدہ دستاویزات وصول کر سکوں، تو کئی گھنٹے انتظار کے بعد یہ مؤقف اختیار کیا گیا کہ یہ اہم دستاویزات جیل کے ریکارڈ میں “نہیں مل سکیں”۔

میرا واضح مؤقف ہے کہ اس نوعیت کی حساس قانونی دستاویزات کا اس طرح غائب ہونا نہ صرف شدید انتظامی غفلت ہے بلکہ یہ قانونی عمل میں رکاوٹ ڈالنے کے مترادف بھی ہے۔ اس غیر ضروری تاخیر کے باعث قیدی کے بنیادی حقوق، خصوصاً انصاف تک رسائی اور منصفانہ ٹرائل کا حق بری طرح متاثر ہو رہا ہے۔

یہ بھی قابلِ ذکر ہے کہ سپریم کورٹ میں اپیل دائر کرنے کی قانونی مدت تیزی سے ختم ہو رہی ہے، اور ہر گزرتا دن سابق وزیر اعظم عمران خان کے مؤثر قانونی دفاع کے امکانات کو کم کر رہا ہے۔

میں جیل حکام سے مطالبہ کیا ہے کہ:
•دوبارہ بھیجی گئی پاور آف اٹارنی اور دیگر قانونی دستاویزات فوری طور پر سابق وزیراعظم کے سامنے پیش کی جائیں
•ان سے بلا تاخیر دستخط کروائے جائیں

Imran and Bushra Khan are being tortured in custody by Pakistan's military regime. Barrister Salman Safdar, their lawyer, describes how they are isolated in their tiny, windowless cells in complete isolation for 22-23 hours each day.

He termed it "shocking and alarming" that the Jail Superintendent is subjecting Imran and Bushra Khan to punishment beyond their conviction and sentencing, however flawed that may have been.

SSP Sajid Baig, who took over as Superintendent of Adiala Jail in January 2026, is widely believed to take his orders from an army colonel who is de facto in charge of Rawalpindi's maximum-security prison.
