On 4 June, Ukraine marks the Day of Remembrance for Children Killed as a Result of Russia’s War of Aggression against Ukraine.
Speaking at the Committee of Ministers of the Council of Europe, Ukraine recalled that at least 707 children have been killed, 2,548 injured, and more than 20,000 illegally deported or forcibly transferred by Russia.
Every child must be brought home. Those responsible for crimes against Ukrainian children must be held accountable. Their return is not a matter of negotiation, but a matter of justice.

On 4 June, Ukraine commemorates the memory of children whose lives were taken as a result of Russia’s aggression against Ukraine.
For more than 12 years, Ukrainian children have suffered from Russian aggression. Since the start of Russia’s full-scale invasion in 2022, they have become targets of a systematic policy of terror, deportation, forced assimilation, militarisation, and the erasure of Ukrainian identity.
One of Russia’s gravest crimes remains the illegal deportation and forced transfer of Ukrainian children. Russia conceals information about their whereabouts, alters their personal data, imposes Russian citizenship, places children in Russian families and state institutions, and subjects them to ideological indoctrination, militarisation, and forced Russification.
Through the President of Ukraine’s Bring Kids Back UA initiative, and in cooperation with state institutions, civil society, and international partners, Ukraine is building a comprehensive system for the identification, return, rehabilitation, and reintegration of children affected by Russian aggression.
An important instrument in these efforts is the International Coalition for the Return of Ukrainian Children, co-chaired by Ukraine and Canada. It coordinates international efforts related to locating children, ensuring their safe return and reintegration, documenting crimes, strengthening sanctions pressure, and holding perpetrators accountable.
The MFA of Ukraine calls on the international community to intensify political, diplomatic, sanctions, and legal pressure on Russia.
We urge partners to strengthen support for the International Coalition for the Return of Ukrainian Children. We also call on states and international organisations to maintain and strengthen sanctions against all individuals and entities involved in the illegal deportation, forced transfer, militarisation, indoctrination, and illegal adoption of Ukrainian children.
We remember every child whose life was taken by Russia.
We fight for every child whom Russia seeks to take away from Ukraine.
We will bring every Ukrainian child home.

We were receiving PAC-3 missiles from our partners in certain quantities, but later that monthly volume was cut several times over. It wasn’t due to a lack of funding, but because of the war in the Middle East. This affected different types of weapons. Whatever we could, we replaced with our own domestic production, but we still cannot replace PAC-3.
In 2025, we had the opportunity to agree with American manufacturers on new Patriot systems and the corresponding number of missiles for them. There is a queue for years ahead, so this new package would have been delivered only from around 2030. We started looking for alternatives and funding in order to reach agreements with countries and pay immediately, so we can receive this package sooner. The Ministry of Foreign Affairs, the National Security and Defense Council, the Ministry of Defense – these institutions are responsible for making this happen, because it’s about the security of our state.

You can all see that Ukraine’s positions on the frontline are strong and that we are gradually taking back occupied territory. In May, Russia achieved almost no meaningful results on the battlefield. And that matters.
Please also pay attention to Russia's losses. They're losing 30,000 to 35,000 troops every month. And the nature of those losses changed in the past year: around 63% killed and another 37% seriously wounded. These are massive irreversible losses.
Even for Russia, this is becoming a serious problem, because the overall size of its occupation forces is shrinking.

I spoke with @Keir_Starmer, the Prime Minister of the United Kingdom. We are preparing for negotiations and meetings, and this includes both weapons for our defense and our diplomacy – our joint diplomacy with Europe – to bring the war closer to an end. Europe definitely needs its own voice, its own position, and its own contribution to all diplomatic efforts that can help end the war. We coordinated on how to get there.
I also thanked Keir for the recent package of sanctions that will limit Russian cryptocurrency schemes. It is absolutely essential that all forms of pressure on the aggressor be further strengthened. I am grateful to the United Kingdom for its support!
Today Ukraine is observing a Day of Mourning for the innocent lives taken by Russia’s terrorist attack.
And today at the @CoE member states stood with Ukraine. They expressed solidarity with the Ukrainian people, conveyed condolences to the families of the victims, condemned Russia’s attacks against civilians and civilian infrastructure, and reaffirmed support for Ukraine’s independence, sovereignty and territorial integrity. A clear message was heard: Russia must be held accountable, pressure on Moscow must continue, and Ukraine must receive all the support it needs to defend its people and achieve a just and lasting peace.
We mourn.

I had a good call with Romania’s Foreign Minister @oana_toiu.
I thanked my colleague for Romania’s steadfast support and strong condemnation of Russia’s latest massive missile and drone attack against Ukrainian cities. Such clear voice matters a lot at a time when Russia continues to reject peace and intensify its terror against our people.
I also thanked Oana for her principled statement at the latest UN Security Council meeting. As she rightly noted, the deliberate targeting of civilians and civilian infrastructure constitutes a blatant violation of international law and the UN Charter.
I briefed my colleague on the latest battlefield developments, ongoing diplomatic efforts aimed at achieving a comprehensive and lasting peace, as well as Ukraine’s current defense needs.
The recent Russian drone incident in Romanian airspace once again highlighted that Russia’s aggression poses a threat far beyond Ukraine. Strengthening Ukraine’s air defense and maintaining pressure on Russia are essential for regional security.
I welcomed the strong outcomes of the B9 Summit in Bucharest, which reaffirmed that security in our region is indivisible. We discussed ways to further strengthen regional security, cooperation in the Black Sea region, and our joint efforts to advance peace and stability in Europe.

Ballistic missiles are Russia’s last remaining argument in this war, and we must find sufficient countermeasures. I thank our partners and Mark Rutte that the PURL initiative exists and is functioning – contributions were made this May. There will be contributions in June as well. Today, we discussed how we can accelerate and expand deliveries under this key program.
I also thank all our partners who are already working with us on joint production and helping with funding so that weapons production in Ukraine can continue to grow. We discussed with the NATO Secretary General several other things that could provide Ukraine with stronger long-term financial security guarantees. We will keep working on this at both the G7 Summit and the NATO Summit in Ankara.
Sanctions against Russia. Our long-range capabilities. Financing for Ukraine. Our political cooperation. And our partners’ determination to help Ukraine precisely when help is needed – all of this sends signals to Russia that this war will bring it no results. All of this is also an incentive for Russia to turn to diplomacy. And we very much hope that over the summer and autumn we will be able to bring a real peace closer – a fair and dignified peace. Today has been a difficult day in Ukraine after a massive Russian strike. There were many ballistic missiles and drones. Now air-raid alerts are active across various regions too. And once again, we are facing aerial threats. Just today, Russian strikes have taken 22 lives in Kyiv and Dnipro, including children. We are doing everything to protect our people, our cities, and our communities. And we are grateful to those who are helping us. Ukraine is grateful to Italy. We deeply value that you care, that you want peace for us, and see the defense of Kyiv’s independence and freedom as your cause. Together, we will certainly achieve this.
