Come on down Equatorial Guinea! you have now been awarded the 'Shadow Fleet Rising Star' award for flagging the most dodgy tankers in the shortest possible period. (at least since St Kitts & Nevis, Cook Islands and Gabon back in 2023 and 2024).

That's some feat, putting you up there with Sierra Leone as the biggest open registry currently openly enabling Russia's dark fleet of sanctions-circumventing, elderly, clapped out tankers.

Equatorial Guinea's government has officially advised the IMO that it has reopened its international ship registry (see circular below). Not that we hadn't already noticed. @windwardai platform is infested with Western-sanctioned shadow fleet tankers flagged by Equatorial Guinea. they have all been expelled from one registry after another, after another, after another.

I'd love to know who has this lucrative contract to operate the registry on behalf of Equatorial Guinea, because last time I looked, the country was struggling to govern itself, let alone have its maritime authority take on the enormous responsibilities of running an international ship registry. can you help @EqGuineaUNNYC?

Of course, as well as writing the letter to the IMO advising them of this momentous event, the Transport Minister also made sure this vital information was also conveyed to the IMO's GISIS database, right? Wrong. Still not populated with details of how Equatorial Guinea is managing to run a registry that last count had 44 sanctioned tankers signalling this flag.

As well as all know ship registries can be nice little earners, not just the annual tonnage fee per ship, but especially since each tanker has ~25 seafarers and they all need certificates issued, as well as a multitude of other details to be signed off. Where is all the cash going? any journalists around who want to follow the money?

Equatorial Guinea hardly covered itself in maritime legal glory in the Heroic Idun case. We all know this is going to end with some diplomatic "please explains" and all tankers being expelled. the question is, how long will it take?

The other part of this is that sanctions have to be renewed. The USG has been allowing key sanctions to expire, in addition to lifting sanctions on others.
