Even Polavaram is subject to El-Nino. We cannot sustain a state on 70% agriculture baaw, need to diversify to services also. That's why combined AP was good for India. Cities like Hyd & Vizag provided the city base while other places focused on agriculture. Myopic cong destroyed it.
