Da due giorni i russi sui social ringraziano l’Armenia. Un rappresentante del governo armeno ha dichiarato che il paese è pronto ad accogliere i russi in caso di nuova mobilitazione.

Sembrerebbe una normale dichiarazione diplomatica. Ma la reazione dice molto. I russi scrivono: non ricordiamo che il nostro stesso governo ci abbia mai parlato così — con la disponibilità ad accoglierci e proteggerci. Dal nostro governo sentiamo minacce e insulti. Ieri è stato presentato il nuovo registro degli emigrati privati di diritti — quelli che il Cremlino de facto priva della cittadinanza e condanna alla morte civile.

Un governo straniero si è dimostrato più umano del proprio. Non è una metafora — è letteralmente quello che le persone scrivono nei commenti.

In caso di nuova mobilitazione dalla Russia ci sarà un nuovo esodo di massa — non ci sono dubbi. Come fu la fuga di massa nel settembre 2022, quando fu annunciata la prima ondata. Se non chiuderanno i confini — il che non è da escludere.

È proprio per questo che la dichiarazione dell’Armenia è particolarmente importante. L’Armenia accoglie i russi senza visti, è relativamente vicina, e — cosa fondamentale — con altissima probabilità non li estraditerà al governo russo. Di questo non si può essere certi nel caso del Kazakhstan, della Georgia, della Turchia o del Vietnam, che pure sono aperti ai russi, ma i cui rapporti con Mosca sono più complessi e imprevedibili.

Avere un tale hub è importante. È importante che le persone che non vogliono uccidere né morire abbiano dove fuggire.

Dopo il 2022 i russi hanno scoperto empiricamente una cosa amara: l’evasione dalla mobilitazione nella maggior parte dei paesi europei non costituisce motivo sufficiente per l’asilo. Ci sono state lunghe trattative con le autorità europee — per far sì che venisse finalmente riconosciuto come tale e venissero pubblicate apposite linee guida. Non hanno portato a nulla.

In ogni caso, per onestà, per la maggior parte di chi fugge dalla mobilitazione la destinazione non è affatto l’UE. Arrivarci è molto più difficile da tutti i punti di vista — e i russi non è che attraversano il mare su un barcone.

Ci sono eccezioni. Un mio amico è partito dalla Russia dopo la mobilitazione del 2022, è arrivato in Italia, ha ottenuto la protezione speciale, ha convalidato il diploma di medico — aveva cominciato a lavorare in una casa di riposo già prima, grazie al decreto Covid — ha convertito il permesso di soggiorno in uno lavorativo e ora vive qui e lavora nella sua professione. Ma questa è una minoranza. Per la maggioranza la strada passa per i paesi vicini alla Russia: più facili da raggiungere, meno costosi, dove si parla russo.

All’asilo in UE possono aspirare i disertori — ma anche qui tutto è complicato. La verifica del fatto che una persona non abbia commesso crimini di guerra è un processo tutt’altro che semplice. Per quanto ne so, se ne occupano le organizzazioni che aiutano i russi a disertare dal fronte e raggiungere l’Europa. Nel loro caso è una questione di principio — i paesi UE non estradano le persone in Russia, ed è proprio questo che li rende una destinazione sicura.

È importante che tali destinazioni siano di più. È importante che le persone abbiano una scelta tra il fronte e qualcos’altro. L’Armenia ha fatto un passo in questa direzione. Vale la pena riconoscerlo e sostenerlo.

Сходила на засідання фракції, на якому заслухали Хмару та Сибігу. Сибіга передбачувано професійний, питань до нього не було. Хмарі ставили питання — він не відповів на жодне, усе загальними фразами.

Особливо неприємно було, що, коли запитали, як він бачить політику закупівель, у відповідь почули, що він працює з Генштабом. А коли я запитала, що робити, якщо потреба Генштабу відстає від сучасної війни і не підходить, він «завис».

«Кому не підходить?» — запитав мене Хмара.

Сумно, адже це одна з ключових проблем. У Міноборони має бути бачення і контроль, а не суто функція завгоспа. Це про демократичний цивільний котроль.

Ukraine 🇺🇦 has effectively run out of air-defense 🚀 missiles for at least two weeks. A few missiles remain in air-defense systems in Odesa or Lviv (as evidenced by recent interceptions), but apparently not in Kyiv.

For Ukraine, the solution is not to acquire more anti-aircraft missiles. The solution is to obtain missiles -whether domestically produced or supplied by allies - capable of striking the roughly five crucial sites where Russian missiles, drones, and their key components are manufactured, thereby reducing the number of strikes.

It is also crucial to have the means to track Iskander and S-400 launchers inside Russia (which requires enabling Starlink access in border regions or using other methods) and to acquire air-to-air missiles that would allow F-16s to shoot down some of the aircraft attacking Ukraine.

The solution to the threat of Russian missiles is offensive, not defensive. While Ukraine could attempt to shoot down as many missiles as possible, it is obviously more cost-effective to prevent them from being launched from Russia in the first place. With winter approaching, this is a priority if Kyiv want to avoid widespread power outages and the disconnection of its nuclear power plants...

На початку літа Україна перехопила ініціативу, однак останніми тижнями ситуація змінилася: Трамп відмовився надати Україні додаткові Patriot і відступив від попередніх домовленостей щодо ліцензій на їх виробництво в Україні.

Невдалі кадрові рішення послабили команду Зеленського і зумовили хвилю протестів через відставку Михайла Федорова. Його повернення на посаду може мати вирішальне значення для плану стійкості України взимку.

Трамп та Маск також не дали чіткої згоди на використання Starlink для наведення ударів по ракетних батареях, за допомогою яких росіяни обстрілюють Київ. Після звільнення Федоров працює через неофіційні канали, намагаючись переконати Маска.

Окрім того, Україна залишилася без посла у США, який би міг переконувати їх продовжувати підтримку. На додачу росія посилила ракетні удари по Києву, скориставшись виснаженими запасами української протиповітряної оборони.

Минулий Головком не ставив у пріоритет полювання на пускові установки та не давав відповідного забезпечення підрозділам, які били пускові. Така робота здійснювалася здебільшого у обхід Генерального штабу на горизонтальних звʼязках.

Для таких операцій потрібна сильна як організаційна, так і технологічна складова. Хочеться вірити, що минулі напрацювання не загубляться та будуть використані для знищення ворожої балістики.

So the situation is roughly this: Zelensky listened to his buddies, and with a snap of his fingers sent an entire government tumbling down the drain, just to get rid of one single defense minister whose anti-corruption policies had started to greatly upset some very respected people who were used to earning handsomely off military procurement.

And also because, you see, torn between a deeply unpopular and repeatedly scandal-ridden commander-in-chief of the armed forces and an effective, innovative minister of defense, Zelensky had no time to sort it out and decide -- so he did the simplest thing and, without the slightest public explanation, fired the defense minister.

Whose firing, conveniently, the respected people had also been asking for. And also because the young minister was rapidly gaining popularity!

So Zelensky decides to appoint as defense minister someone who has never distinguished himself in any way and is deeply unpopular, but obedient, lacking any initiative, and convenient -- a former cop from yesterday's Ministry of Internal Affairs.

But the Verkhovna Rada, exhausted from its grueling labors, fails to give a vote amid public outrage and heads off for a month-long recess in the middle of wartime, leaving the country without a full-fledged defense minister or foreign minister in the new government.

As a result, Zelensky triggered one of the largest wartime political crises: street protests, paralysis, confusion.

And on top of that, Zelensky decided to move Ukraine's ambassador to the US and suddenly appoint the just-departed prime minister in her place -- except, well, tough luck, because he'd already had a massive falling-out with her over that scandalous and insulting dismissal, and she quite fairly gave him the middle finger.

Plunging into total chaos, Zelensky urgently arranges heart-to-heart meetings with practically every respected and prominent combat commander of Ukraine's defense forces, takes dozens of photo-ops with them, and suddenly has an epiphany -- removing his favorite general from the post of commander-in-chief, the very general he'd been backing and deferring to just yesterday in his standoff with the defense minister.

"The people have been heard," but the return of the defense minister, Zelensky is somehow in no hurry (the respected people are asking, after all, and why grow yourself a political rival!).

Instead, in direct violation of the law, he hides behind the name of a deeply respected combat general, yanks him out of the SBU, names him acting defense minister until the Rada convenes again, and installs a decorated soldier and intelligence officer as a civilian manager of resources, budgets, and process optimization.

And by the way -- our former Minister of Internal Affairs, the cop, is left without the defense minister post he was promised! What to do? Gotta find him a job, fast.

Oh! Let him go head the National Security and Defense Council -- symbolic, meaningless, but nice for a friend.

And what about Zelensky's buddy who's already sitting in that chair, who's already proven himself a thoroughly useless defense minister and a rather mediocre negotiator, which is exactly why he's parked in that ceremonial, symbolic security council post?

Well, let him go head the Foreign Intelligence Service of Ukraine -- never mind that he hasn't served a single day in any intelligence service, never had any connection to one whatsoever -- can't leave a buddy without a post now, can we?

Військовослужбовець @sinicynr, який пару місяців тому прийшов працювати в МО, розповів про один з прикладів, коли у міністерстві були організовані схеми на мільярди:

«Це стосується і ракет для РСЗВ з короткою дистанцією. Консультації з десятками військових частин підтвердили, що їм це не потрібно, але їх чомусь продовжують контрактувати.

Це стосується гранатометних пострілів, автоматичних гранатометів. Думаю, не треба пояснювати, що це вже давно не працююча історія: у нас кіл-зона 10–15 км, і гранатомети не застосовуються.

Чомусь держава продовжувала це закуповувати. Чомусь подавалась з Генштабу потреба на це, і, власне, було ініційовано перегляд цих закупівель на суму порядка 25 мільярдів гривень».

Звісно, такі зміни не подобалися компаніям і нардепам, які з цих схем годувалися. Тому і збивали міністра.
