De grootste subsidie aan huurders staat niet op de begroting. Sociale huurwoningen worden structureel onder hun marktconforme huur verhuurd. Het CPB definieert dit als volgt: het verschil tussen de marktconforme huur en de feitelijke huur is een impliciete subsidie aan de huurder.

Dat verschil vertegenwoordigt naar schatting zo’n €15 tot €20 miljard per jaar. Tel daar circa €6 miljard huurtoeslag bij op en de ondersteuning van huurders komt in de orde van €20 tot €25 miljard per jaar.

The promise was clean, abundant power. The reality? One of Europe's richest nations is now effectively rationing electricity.
