@OnFireAnders But a really neat hybrid of your idea was used in the AIM-9 missile. It used passive air-driven rollers on the tail fins to create gyroscopic inertia to resist the tendency to roll about that longitudinal axis.
@OnFireAnders Yes, but rockets eventually turn and that new stability is gyroscopic inertia, and is now a new problem. Plus trying to turn a rocket with fins that are changing orientation all the time requires a whole lot of actuation and knowledge of where the rocket is in space.
