It takes the same amount of time to go over a case. You can't divide up the work by more people in that way. This isn't production of an item.

No matter how many people are watching a Football game, the game takes the same amount of time. Hearing a court case is similar. More justices hearing a case does't speed up it up.

Anything not specifically in the constitution should be left up to the states. It's the foundation of the constitution regards of your side of a topic.
