If someone has their own wikipedia page and wanted a new photo of them on it because they don't like the current one, they can get it changed.

Then it can be put in the article.
All wikipedia editors want good quality photos for biography articles, but due to licencing it can be difficult.
Again, whoever owns the rights to the image needs to be the one to upload it and release it under an appropriate CC licence.
