Private telecom companies raised tariffs from 21% to 25% in December 2021 but BSNL did not raise. Private companies run for profit. BSNL runs to serve the nation and people. Do not deny Wage Revision to the employees on the plea of non-profitability in BSNL.
Beyond retail users, BSNL also plays a role in strategic and institutional connectivity, including government networks and support for indigenous telecom development efforts, which are not fully reflected in commercial metrics.
Anyone who understands how BSNL is run knows the core issue is structural.
DoT-deputed management runs BSNL, & the same ecosystem reviews its performance.
At the same time, leadership remains insulated—pay, promotions, job security.

A committee for BSNL HR reform is formed, but
• Majority members are ITS
• BSNL already run by ITS on deputation (no clear accountability)
Now one of the mandates is
Rewarding ITS officers.
So the same group designs, evaluates, & rewards itself.
What kind of reform is this?
How is it logical that full management runs on deputation for 25+ years?
It raises serious questions:
• Why is there no internal leadership?
• Why have these same people, despite being in control for decades, not been held responsible for outcomes?

BSNL CMD post has been running on a stop-gap arrangement since July 2024.
In BSNL, a significant part of top management includes DoT deputed officers.
This deputation-driven structure is one of the key reasons BSNL has not been able to perform to its full potential.
