The U.S. had broad military access to defense areas like Pituffik Space Base for example, but deployments and infrastructure expansions were heavily restricted by bilateral diplomatic consultations with Denmark and local Greenlandic home rule. The New Deal gives the U.S. "permanent control over security" with no expiration date. Most notably, the U.S. now holds express veto power over any foreign presence. Non-NATO adversaries (specifically Russia and China) are legally barred from establishing bases, stationing troops, or making "sensitive investments" (such as ports, telecommunications, or critical mineral mining) without written U.S. approval.
