These are terrorist, hardline Shiite-militias, loyal to Iran, practically controlling the Iraqi security apparatus and no one inside the Iraqi government can or will do anything about it. They act like parallel state. These same groups have been targeting Erbil and other Kurdistan region areas for 8 years in a row now, and the Iraqi government has done nothing to stop them. Iraq is a severely failed state.
