In fact it is often a deterrent.

Not strictly speaking correct. You can't SHOOT the gun until those circumstances. That doesn't mean you can't PRESENT the gun for the purpose of deterring those circumstances from developing.

He is erratic and aggressive, while yes pointing the gun and walking towards him did not help, and this could all have been avoided.

More evidence should clear this up.

Cannot be a citizen of another nation and one of the US to accept or be a citizen of another nation automatically revokes US citizenship.

Both should be passible by statute.
