@elonmusk @realDonaldTrump Elon get Congress to appropriate Operations & Maintenance funds as multi-year appropriations so there’s no hurry to needlessly spend budgets by the end of the fiscal year every September.

@elonmusk @realDonaldTrump Elon look at the Planning, Programming, Budgeting and Execution System and all the waste of huge Military Department staffs dedicated to engaging Congress for funds. Resource allocation process is full of waste.

@elonmusk @realDonaldTrump Elon maybe get Congress to pass a budget on time, you could eliminate 1/3 of financial management personnel not needed to manage procedural gymnastics required to execute programs while under Continuing Resolution.
