I dedicated this to my mentor, Ergun Özbudun, who passed away as I was finalising the draft. He inspired generations of lawyers and political scientists, and instilled in many the idea that focussing on political processes and practice is crucial to understanding constitutions.
In Turkey, constitutionality is apparently revered by political actors and citizens alike, but why is the Constitution persistently violated? My paper seeks to understand this by looking at some implications of the over-constitutionalisation of politics.
