Russia is systematically targeting business centers and data centers. There have been at least a half dozen targeted by missiles and drones in the past week alone, most in Kyiv. But this latest strike, published below by Ukraine's human rights ombudsman, just occurred in the south-eastern stronghold of Dnipro.

This will be an unpopular message. It is also one which Europe needs to hear.

It would not surprise us if President Zelenskyy were to tell the governments of Europe that Ukraine is approaching, within the next year, the point at which it must contemplate surrender under the weight of Russian strikes unless something fundamental changes. Not because Ukraine wishes to surrender, but because he may seek to make Europe understand, in the starkest possible terms, what is at stake and to light a fire under its feet.

For the truth is becoming increasingly stark. Despite front line success, the rear line cannot be ignored. Ukraine does not possess the air-defence or interception capacity required to shield its cities from the ever growing Russian drone offensive, nor does it presently (or even in the next year) possess the means to strike Russian production on a scale sufficient to even suppress it. Russia is building and launching these weapons in ever greater numbers, while Ukraine is being forced to fight a battle of interception with resources that cannot match the scale of the assault.

The consequence is plain. Ukrainian cities are being systematically subjected to a campaign which Ukraine alone cannot presently stop.

There comes a moment in every war when courage and endurance, however immense, cannot substitute for material capability. That moment should concern every government in Europe. For if Ukraine should fall, the war will not have ended. It will merely have moved west.

There would stand upon the eastern frontier of Europe an army forged from Russian forces and the forcibly conscripted men of conquered Ukraine, with Romania, Slovakia, Hungary and Poland facing it across the new frontier. Europe would then have to reckon not with the cost of arming Ukraine, but with the far greater cost of confronting the army which its defeat had created.

We should not mistake the gravest possibility for the most likely one. But neither should Europe allow the unlikely to become the unimaginable.

Kyiv. Civilians try to escape the fire after a Russian drone struck the National Academy of Sciences.

The drone that carried out the strike was built mostly from Chinese components.
Meanwhile, the EU is lifting sanctions on Russian oligarchs.
The US President is asking that Russian oil refineries not be attacked.

The world has gone mad.
And soon this hell will come to other countries too. Because unpunished evil always grows.
