The registrar permanently refused to deliver the source code, which was the basic requirement for electoral transparency.
I did it because by the full ruling of the State Council of 2018, that software was declared vulnerable from the inside and from the outside.
In response to my complaint that the software was modified on days when, by legal rule, it should have remained unchanged, the registrar said it was impossible.
This only indicates that the registrary has no control over the software, as we already knew.
The software was indeed modified, and twice on May 26, 2026. The first modification occurred at 1:21:35 pm, and the second at 7:21:13 pm.
The modification consisted of altering the electoral census and the number of polling stations and tables. The newspaper El Tiempo managed to discover only the table modification.
The amount of the modification is as follows:
Official census 41,421,973. This figure was changed in DIVIPOL in the Bautista brothers' software on May 26, 2026, five days before the elections, to the following amount: 42,307,373.
The difference is 885,409 new IDs that were not registered on the legal date.
The voting stations were also varied, increasing them as follows:
From 13,742 official to 14,438 in DIVIPOL, Bautista brothers' software, difference of 696 voting stations.
This results in a change in the total numbers:
Official tables, already written: 120,527, but in DIVIPOL of the Bautista brothers, who are the ones who did the count, there are 122,020 with a difference of 1,493 additional tables, which possibly have not been scrutinized.

In the vote count of the Bautista brothers, 5,300 tables appear with more than 300 votes on the day, which is the maximum figure that can be voted in the election hours, many reaching 700 votes.
It is in those tables where the advantage of 635,000 with which Abelardo surpasses Cepeda is located.

The scrutiny of the 5,300 atypical polling stations is not done by counting the votes. The votes were already deposited in homogeneous jury polling stations, and the minutes contain the 885,400 illicitly added ballots on May 5.
On election day, a huge number of jurors were replaced.
The scrutiny must examine whether the voters are on the official census that was closed two months before the elections. If they are not, it is because they are not real voters.
If this operation is not carried out and the scrutiny processes are closed, this issue will go to the courts. But it will not be determined right now.

This eliminates key constitutional limits on executive emergency powers and opens the door to military use against protestors, amid four consecutive weeks of escalating nationwide protests demanding his resignation over worsening economic conditions.
The 2020 law had imposed a 60-day limit on “states of exception,” required legal justification for suspending civil liberties, and restricted the use of armed forces against demonstrations.
The Government claims the measure is necessary to restore transport routes and resume the flow of food, fuel, and medical supplies into cities like La Paz.
Protestors, unions, workers and human rights organisations warn that this effectively removes institutional safeguards against authoritarian rule, granting the President broad powers to weaponise the military and suppress unrest by decree.
The United States is actively developing a strategy to build up and train specific units within the Lebanese Armed Forces (LAF) to target and disarm Hezb*llah.
