CSI's new report analyzes the economic implications of Governor Tina Kotek’s Executive Order 24-31, which mandates the use of Project Labor Agreements (PLAs) for state-funded construction projects.
Requiring PLAs for state construction projects may increase costs up to 20%. A 10% rise in construction costs could reduce statewide employment by 33,146 jobs by 2030 and 27,690 jobs by 2040.
