Happy Birthday to Claude Shannon, known by many as the “father of Information Theory.” Shannon was an American mathematician and electrical engineer. In 1948, he published A Mathematical Theory of Communication, which effectively created the field.
The 5th Joint Retreat between the African Peer Review Mechanism (APRM) and the Peace and Security Council (PSC) of the African Union was held from 29–30 April 2026 at Kuriftu Africa Village Resort. Convened under the theme “Governance, Early Warning, and Preventive Diplomacy: Strengthening Institutional Synergies for a Peaceful Africa,” the Retreat marked the final agenda item of Ethiopia’s Chairship of the PSC for April 2026.
The Retreat took place within the broader framework of enhancing collaboration between the APRM and the PSC, in line with mandates from AU policy organs. Discussions focused on integrating governance analysis into the Council’s work, particularly in the areas of conflict prevention, early warning, and preventive diplomacy.
Opening remarks were delivered by senior officials, including Bereket Fisehatsion Tesfamariam, State Minister at the Ministry of Planning and Development, who welcomed participants and reaffirmed Ethiopia’s commitment to supporting both institutions. Amos Lugoloobi, Minister of State for Finance, Planning and Economic Development of Uganda and Chairperson of the APRM Focal Points Committee, underscored the importance of sustained commitment to the APRM process in advancing governance and preventive diplomacy across the continent.
As co-chairs, Ambassador Hirut Zemene, Permanent Representative of Ethiopia to the AU and Chairperson of the PSC for April 2026, and Professor Olive Mugenda, Chairperson of the APRM Panel of Eminent Persons, emphasized aligning governance assessments with continental peace and security priorities. Statements were also delivered by Ambassador Bankole Adeoye, AU Commissioner for Political Affairs, Peace and Security, and Ambassador Marie-Antoinette Rose-Quatre, CEO of the APRM Continental Secretariat.
A high-level panel discussion featuring prominent figures, including former heads of government and international representatives, highlighted the centrality of governance in conflict prevention and stressed the need to strengthen early warning systems, political commitment, and implementation of AU frameworks. Deliberations reviewed progress since the inaugural retreat in 2021, examined governance vulnerabilities and early warning triggers, and assessed the impact of APRM review reports on national reforms.
Participants underscored the need to enhance coordination among AU institutions, RECs/RMs, and Member States, particularly in bridging the gap between early warning and early action. They also called for strengthened engagement between the APRM and the PSC through improved information sharing and systematic integration of governance analysis into the Council’s work.
The Retreat concluded with the consideration of draft conclusions and a Joint Roadmap aimed at enhancing cooperation and advancing a more coordinated approach to peace and security across the continent. It also adopted the Burayu Declaration, outlining a future framework of cooperation between the APRM and the PSC.

It was brilliant to see the fantastic work taking place at Harlem Grown, a flourishing network of urban farms supporting children and families in Upper Manhattan.
Starting out as one neglected community garden which was transformed into a thriving space, Harlem Grown has developed into a network of fourteen sites across Upper Manhattan, delivering programmes that integrate hands-on sustainable agricultural education with after-school activities, mentorship, and wider community support across New York City.
Partnering with local schools and organisations, the initiative creates safe, nurturing spaces for young people and families.
