Edgar Morin, parce qu’il a compris que la technique qui donne aux hommes le pouvoir de maîtriser les forces de la nature peut aussi devenir un instrument d’asservissement. Le Général de Gaulle, parce que sa conception de la souveraineté nous rappelle que la puissance publique ne peut abandonner la décision collective aux puissances qui la débordent. Léon XIV, enfin, parce qu’il a choisi de poser la question de l’intelligence artificielle à partir de la dignité humaine, de la justice sociale et du bien commun : construire ensemble plutôt qu’élever une nouvelle Tour de Babel.
Le choix n’est plus d’être pour ou contre l’IA. La transformation a commencé.
L’intelligence artificielle est désormais une question sociale, parce qu’elle transforme le travail et redistribue la puissance ; une question politique, parce qu’elle touche à notre souveraineté ; une question humaine, parce qu’elle atteint jusqu’à nos manières de penser, de créer et de nous représenter le monde.
Trois questions qui n’en font finalement qu’une : celle de notre liberté.
Nous voulons rester libres. Libres comme Français et comme Européens. Libres dans notre travail et dans nos choix économiques. Libres de nos pensées, de nos récits, de nos imaginaires. Libres de nous servir de la machine sans devenir les serviteurs de ceux qui la possèdent.
C’est à cette condition que l’intelligence artificielle pourra devenir un progrès plutôt qu’une nouvelle dépendance. Il est temps d’en faire le cœur d’une nouvelle politique de civilisation.
Today, Prime Minister Nsengiyumva joined other Heads of State and Government for the 21st African Union Extraordinary Session of Heads of State and Government held under the theme “Strengthening Mechanisms for Conflict Prevention and Resolution in Africa”.
In his remarks, Prime Minister noted: “Africa cannot continue to rely primarily on external partners to finance the resolution of its own conflicts, nor externalize its mediation to actors outside the continent. We must build the confidence, capacity and resources to lead our own peace processes, from early prevention through the most delicate phases of mediation.”

« Il y a eu un “mini‑génocide en RDC” en 1965, une nouvelle tentative de priver de leurs droits les populations kinyarwandophones de l’Est du Congo. La loi de 1972 sur la nationalité n’a été qu’une tentative tardive de corriger les conséquences de ces événements.
Plus tard, en 2006‑2007, on a encore assisté à un “petit génocide” contre les Banyamulenge : nous avons accueilli des milliers de réfugiés ici, en Ouganda, et un bon nombre d’entre eux ont été aidés à se réinstaller au Canada avec l’appui de l’OIM, après qu’on leur avait répété qu’ils “n’étaient pas citoyens congolais” et qu’ils devaient “rentrer” – sans que personne ne dise clairement où.
Depuis longtemps, dans ce même processus de paix en RDC, des figures comme Julius Nyerere et Nelson Mandela avaient tenté d’aider à résoudre le conflit à l’Est du Congo. Nyerere, notamment, avait prévenu qu’il s’agissait d’un problème colonial, en expliquant que l’on ne peut pas dire à des populations de partir, à moins de considérer qu’elles partent avec le territoire lui‑même. Ce message était clair, mais il a été ignoré par les parties concernées, pour des raisons que j’ignore encore. »
