Then there are cases where someone works for 45+ years & dies. Per SS reg, those funds cant be willed to anyone else. Those excess funds should go into the pool to help those people who worked all their lives but at lower paying jobs. As you point out.
There needs to be better actuarial accounting for all those payments.

We were fortunate to have other investments, BUT we'd still like the legitimate return on our 14% paid in for 45 years. You're making an excuse for bad management of the SS Trust & pilfering of those funds for General use. If an employer had squandered those funds in their "pension" accounts, they would be prosecuted. It's about D.C. being accountable for what they took.
