Today marks the start of the 3rd National Preparatory Committee Meeting for the upcoming World Radiocommunication Conference 2027 (WRC-27). Which brings together experts across fields, including industry leaders, academics, operators, and government representatives.
The World Radiocommunication Conference (WRC) happens every four years and is organised by the International Telecommunication Union Radiocommunication Sector (ITU-R). At this conference, countries review and update the rules that govern the use of radio frequencies and satellite positions around the world.
As the demand for radio frequencies grows for services such as mobile phones, satellite communications and more, countries must prepare thoroughly at all levels, internationally, regionally, and nationally before each conference.
Such discussions ensure that future decisions on wireless technologies support innovation, improve connectivity, and deliver better communication services for all Ugandans.

During an engagement with telecommunications operators held on 11th June 2026 at UCC House, Bugolobi, the Executive Director @UCC_ED reaffirmed UCC's commitment to fostering a regulatory environment that supports industry growth and investment.
@UCC_ED assured operators that UCC's regulatory interventions are developed through consultation, guided by evidence, and carefully assessed against operators' business and revenue models to ensure they remain commercially sustainable.
We want operators to thrive, invest, and continue expanding services to Ugandans. A profitable sector is essential for innovation, network growth, and achieving our shared digital transformation goals.

UCC's Director of Legal Affairs, Susan M. Atengo Wegoye, delivered remarks on behalf of the @UCC_ED. She reminded TV operators of their key role in informing, educating, and entertaining Ugandans, stressing that with this power comes responsibility to serve the public interest, protect children & obey the law.
Acknowledging concerns over high licence fees, Ms. Susan said UCC has started a study to review them & open consultations will be held on fees structures & proposed changes. Regarding signal distribution, she confirmed that SIGNET no longer enjoys exclusivity as the free-to-air signal distributor. The Commission is ready to licence new distributors to improve service and reliability.

Denis Mudene Ngabirano, CEO of the National Lotteries and Gaming Regulatory Board (@lgrb_uganda), addressed telecom operators during today’s stakeholder engagement, highlighting the rapid growth of Uganda’s gaming sector and the critical role of Internet Service Providers in regulation and public protection.
Ngabirano thanked ISPs for their ongoing support in blocking illegal gaming websites through UCC directives and called for even stronger collaboration, urging telecom operators to act as Responsible Gaming Ambassadors by monitoring internet traffic to betting sites, sensitising the consumers, and promoting awareness, especially among corporate users.

Hon. @JustineLumumba on her appointment as Minister of ICT and National Guidance, assuring her of the sector’s full support, and welcomed Hon. Alioni Yorke Odria as Minister of State for ICT (National Guidance).
Hon. Nyombi thanked outgoing Minister of State Hon. @KabbyangaB for 5 years of dedicated service, congratulated @Hon_Ssebugwawo on her reappointment, and wished Hon. Dr. @CHRISBARYOMUNS1 success in his new role at the Ministry of Health.
