It was probably made around the time of Mary's funeral in 1558, or for later recuscants.

I cannot believe I'm holding this on my birthday!! A Mary & Philip penny (1554-58). Though Philip's initial is there, only Mary is depicted. The legend on the obverse is ROSA SINE SPINE.
This is one of only a few known survivals still in England. I'm speechless

In 1555 the Spanish Netherlands eagerly waited for their new monarchs to inherit. This beautiful brass token celebrates Philip & Mary. The reverse acknowledges Mary as Queen of Spain.
