You can’t have a university without research, because that’s where the teaching comes from and it’s what distinguishes higher education from other levels.
A 15 yr old inter-railing is seen to be a child causing such outrage around it while a 15 yr old unaccompanied boy of minoritised identity escaping violence and seeking asylum is processed as an adult, and housed with older strange men in the UK putting them in danger. Diff rules.
If it is a university, then academics can criticise managers. If academics cannot criticise managers, then you can conclude the entity is no longer a university, but just a degree mill.
Actual universities have departments regardless of fluctuations in the degree sales market, because they are research institutions. It is impossible to have an HEI that aligns lecturing capacity exactly to the market demand for degrees and also offer degrees of any value.

Uni degrees have substantive and symbolic value.
The substantive part is the experience of meeting standards set by research academics.
The symbolic part is access to a brand, a historical legacy of research or educating elites.
