There will always be exceptional circumstances but being a world class players to me means you have to won a major trophy and be an important part of the team that wins the major trophy. Harry Kane knew he needed to cement his place in the game and had to go to Bayern to win trophies.

In fact I was being generous calling Saliba a world class player, Gabriel is definitely world class but Saliba is very close but not yet world class. Nations league is a major trophy and Bruno won it, heโs also the record assist holder in the history of premier league, thatโs how you cement your place as a world class player.
Bruno is a two time nations league winner with Portugal, also trophies is not the sole criteria for being a world class player as not every player with a major trophy is world class player, you also have to meet the eye test.
So to answer your question Bruno meets the eye test and has 2 nations cup trophies, FA cup as well so he is world class
