In 1976, the Tamil nation democratically declared its independence and called for the establishment of a socialist Tamil Eelam in the Tamil homeland.

After decades of genocidal penetration by the Sinhalese Buddhist state, and a relentless onslaught against the oppressed Eelam Tamil nation, the Tamils declared that there was no other way to safeguard their existence. Without the protection of the Tamil nation, they argued, genocide would be inevitable.

This political manifesto of the TULF outlines the history of the Eelam Tamils, their political struggle, their suffering, and their vision for the future Tamil Eelam.

Tamil Eelam shall be founded on the following principles:

•It shall be a scientific socialist state.
•The dignity of labor shall be protected.
•Exploitation of human beings by other human beings shall be abolished.
•The caste system shall be eradicated.
•Tamil Eelam shall be secular.
•Tamil shall be the official language.
•Muslim and Sinhalese minorities shall be protected under law.
•Tamil Eelam shall cultivate friendship with progressive Sinhalese forces in the Sinhalese state.

“While socialist Tamil Eelam shall follow a policy of non-alignment, it will, in the international sphere, extend its support to anti-imperialist forces and democratic liberation movements.”

The EPRLF was a Marxist-Leninist group that, like many Tamil militant organizations in the 1980s, sought to achieve the liberation of Tamil Eelam. It was primarily active in the Eastern Province of Tamil Eelam. Despite the promising and progressive tone of this political pamphlet, the EPRLF eventually became a militant group that abandoned the Tamil Eelam liberation struggle. It later functioned as a paramilitary force aligned with the Indian occupation under the Indian Peace Keeping Force (IPKF), which lasted nearly three years. Subsequently, it even offered to become a registered paramilitary group under the Sri Lankan state.

The EPRLF experienced numerous splits, with one faction later joining the Tamil National Alliance (TNA) under Suresh Premachandran.

Despite its shortcomings and betrayal of the Eelam Tamil cause, the EPRLF was part of the Tamil militant movement and therefore remains a part of Eelam Tamil history.
