GrapheneOS remains fully available in France and doesn't need servers or developers in the country to be available to users there. It hasn't been made illegal in France but rather it stopped being safe to have servers and other operations there for the project itself due to degrading rights in France with ongoing attacks on encryption and secure devices by the state.
