@MarkLevineNYC How about municipal parking lots, w/ one floor for delivery trucks (delivery svcs would pay for w/ initial investment & yearly charge); the rest for resident & public parking? Manhattan currently has only ONE on LES); other boroughs have 4-16 municipal pkg lots!
