Carnegie’s aggressive practices led to extreme inefficiency and they were eaten alive by the next generation of steel competitors. The government never had to step in, and steel production was better off.

They do this by creating prohibitory regulatory barriers, which requires a government. Without this, new players can just start competing whenever.
